Reading and writing EO data.

eolib::data::EoReader and eolib::data::EoWriter read and write the EO number and string types, and all protocol types are serialized with them. eolib::data::NumberEncoder and eolib::data::StringEncoder expose the underlying encodings, and eolib::data::EoNumericLimits holds the maximum value of each EO number type.
